An MBA qualified general manager with 24 years local government experience. Chris has worked in most departments including housing and chief executives but predominantly finance.

Professionally he is a member of the Institute of Revenues Rating and rose to head a service responsible for collecting in excess of £20,0000,000 per annum in a large, multi cultural London Authority.

He has been heavily involved in strategic, change and performance management, delivering a portfolio of large, complex projects including:

• The contracting out of £40,000,000 debt portfolio;
• The procurement of critical IT/IS business support systems;
• The re-tendering of corporate banking, mortgages and parking enforcement services;
• Reviewing corporate benchmarking policy and practice; and
• The development of a programme of corporate performance improvement including the integrated use of the EFQM Excellence Model and Balanced Performance Scorecard.

Chris is completing national research on the use of the EFQM Excellence Model for Best Value for the IdeA culminating in a publication towards the end of March 2001.

He is Chair of the British Quality Foundation’s Local Authorities Group, and a regular contributor to national /international journals and conferences.

He is particularly active in the areas of performance, knowledge management and service excellence.
