Andrew Lawrence – Brief pen picture

Head of Scrutiny and Review at Warwickshire County Council, Andrew is responsible for all Best Value reviews, management of the Business Consultancy service, support for elected members in their scrutiny role and for emergency planning.

He worked as a town planner for two London Boroughs in the 1970’s before becoming Assistant Director of Planning and Transport at Warwickshire in 1985.

For the last ten years he has worked for the Chief Executive, leading a wide range of corporate projects and managing many different services including corporate policy, media and communications, community development, partnership working, committee services and management development. During this time Andrew has played a key role in establishing management delegation, developing partnership working, introducing new political structures and shaping Warwickshire’s approach to Best Value Reviews and the use of EFQM. He is a trained EFQM assessor and has been a member of three assessment teams: two of them for other Authorities under the West Midlands LGA Scheme and one for Warwickshire’s own Education Department.

Andrew is a visiting lecturer at Coventry University and has worked for Birmingham University on consultancy projects in Britain and overseas.
