John Millar
Chairman

 

A career local government officer, John Millar heads up the Business Improvement Section, providing support and advice on a range of business issues that affect the public sector and local government in particular.
John has extensive experience in recommending best practice, leading and influencing change and the implementation and development of Corporate Strategy. John's experience and knowledge of the public sector is seen as invaluable to both his staff and customers.
He has recently been elected as Chairman of the Association of Local Authority Business Consultants.
Outside of the office, he is an avid sports enthusiast (albeit from an armchair nowadays) with an eclectic taste in music.

   


Derek Graham
Vice Chairman

 

Business Development Manager for the Finance and Information Systems Department of the Royal Borough of Kensington and Chelsea, with responsibility for business planning, project management and quality and improvement initiatives. Currently leading a Business Process review and major IT procurement exercise. His background is in internal consultancy, in both management services and business analysis environments.

 

Peter Newman
Treasurer
 

Peter is a Business Consultant specialising in HR and Organisational Development projects for Local Authorities and other Public Sector bodies. Previously employed for over 25 years in Business and Management consultancy work in a number of major Authorities he subsequently established, as Managing Partner, a new consultancy specialising in public sector issues.

   


Paul Talbot
Marketing & Publicity

  Paul was our Chairman for seven years before taking up his present position handling the Marketing & Publicity. He has been in the business consultancy field for the last 35 years in both the private and public sectors. He has now retired from his post as Principal Consultant driving Best Value in Ashford Borough Council as well as the Lead Assessor in the Council for the EFQM Excellence Model.
 

Graham Worden
Secretary

Currently Senior Management Services Consultant in the Personnel and Management Services Division in the Chief Executive's Department of the Corporation of London. Worked as a Management Consultant Trainee for the Burton Group (72-75). Has worked in Local Government since 1975, including Tower Hamlets and Enfield, as well as in his present position. Experience has covered project co-ordination, systems analysis, O&M and organisational development and staffing reviews in the realms of consultancy.

   

Steve Parham
Executive Member
 

Steve is a business consultant and trainer focusing on the introduction of effective solutions to business issues, particularly in the fields of Business/Manufacturing Strategies, World Class systems and approaches, Project Management and Value Management techniques (being a Member of the Institute of Value Management).

     
Karen Russell
Executive Member
 

With more than 25 years' local government experience, including change management and major project management, Karen leads daily operations in the Business Improvement Section.
Committed to Continuous Improvement and Recommending Best Practice, Karen is a senior EFQM assessor, a licensed facilitator in E-Pathways Quality Awards and a Council mentor on Investors in People.
